Full Journal pdf2023-05-13 Senate Journal Page 1144 SJR 12 SENATE JOINT RESOLUTION NO. 12 Supporting action by the United States Congress to authorize and appropriate adequate funding for states that assume the dredge and fill permitting program under Section 404 of the Clean Water Act; and expressing the intention of the state to assume jurisdiction over the program when funding is available, was read the second time. 2023-05-13 Senate Journal Page 1145 Senators Claman, Bishop offered Amendment No. 1 : Page 1, line 3, following "Act;": Insert "supporting the creation of a separate United States Environmental Protection Agency region for the state;" Page 2, following line 10: Insert new material to read: "WHEREAS the United States Environmental Protection Agency Region 10 is based in Seattle, Washington, with its primary office in Seattle and not in the state; and WHEREAS the state presents unique geographic and physical features that make it reasonable and necessary for the state to have a separate United States Environmental Protection Agency region that is distinct from other states in the Pacific Northwest; and" Page 2, following line 27: Insert new material to read: "FURTHER RESOLVED that the Alaska State Legislature supports the creation of a separate United States Environmental Protection Agency region for the state with sufficient resources to reasonably perform their services in a timely and efficient manner; and be it" Senator Claman moved for the adoption of Amendment No. 1. Objections were heard. The question being: "Shall Amendment No. 1 be adopted?" The roll was taken with the following result: SJR 12 Second Reading Amendment No. 1? YEAS: 16 NAYS: 4 EXCUSED: 0 ABSENT: 0 Yeas: Bishop, Bjorkman, Claman, Dunbar, Giessel, Gray-Jackson, Hoffman, Kawasaki, Kiehl, Merrick, Myers, Olson, Stedman, Stevens, Tobin, Wielechowski Nays: Hughes, Kaufman, Shower, Wilson and so, Amendment No. 1 was adopted. 2023-05-13 Senate Journal Page 1146 President Stevens stated SENATE JOINT RESOLUTION NO. 12 am Supporting action by the United States Congress to authorize and appropriate adequate funding for states that assume the dredge and fill permitting program under Section 404 of the Clean Water Act; supporting the creation of a separate United States Environmental Protection Agency region for the state; and expressing the intention of the state to assume jurisdiction over the program when funding is available, will advance to third reading on the May 14 calendar.
